Tumblr Cursors
Login, open Customize, choose Advanced, and paste the CSS at the bottom of the custom CSS area.
Tumblr Animated
Tumblr's Custom CSS only supports CSS rules. To use the animated version, go to Customize → Edit HTML, find the <head> section and paste this inside it.
Blogger/Blogspot Static
Open Template, choose Edit HTML, and paste the code before the closing </head> tag.
Blogger/Blogspot Animated
For the animated version, paste this inside your <head> tag instead.

Click Additional mouse settings (at the bottom)
Go to the Pointers tab
Select the cursor type you want to change (e.g., "Normal Select")
Click Browse → navigate to where the .cur or .ani file downloaded
Select it and click Open → Apply
If it downloaded as a .zip, you'll need to extract it first.
