It's because you are viewing the cursor on a browser. IE is the only browser that supports animated cursors. You can download and install the cursor on your computer instead if you want to see it animated. Other than that, you will see one single frame of the animation if you aren't using IE. This is a browser thing and nothing can be done about it.
