Unzip the file, and there should be a file called "Scheme". Right click on it, and choose "Install". Then go to Windows Control Panel. Double click the "Mouse" and then click on the "Pointers" tab. Under "Scheme" look for the Halo set. You can also delete the halo files after you do this because the "install" copies and move all the files into the cursor folder.
