You can't open because you don't have the right program. Click on the big image on the left that says Axialis Software. And then download Axislas Cursor Workshop. You can view and edit the file with that program. Also, there's no point in opening the cursor if you aren't gonna do anything to it. If you want to put it as your default cursor. Download the cursor into your "my documents" 1. Click On "Start" 2. Go To Control Panel 3. Choose "Mouse" 4. Click On "Pointers" Tab 5.
