Did you follow the friendster instructions? Also because this cursor is an animated cursor, it won't display on any other browser other than Internet Explorer. However you can still download it and use it as your default cursor. Try loading your web page in IE and see if it works. It should. Hopefully in the future other browsers will support animated cursors as well.
