Where did you save it at? Did you choose "Save Link As..." for Firefox or "Save Target As..." for IE? Save it somewhere you can find it. You are saving a .cur file not a .gif file. When you set your mouse pointer, it can only be opened if the file is a .cur or .ani. You probably ended up saving the image instead.

Download the cursor and then 1. Click On "Start" 2. Go To Control Panel 3. Choose "Mouse" 4. Click On "Pointers" Tab 5. Click Browse, Find The Cursor In My Documents or where ever you saved it, and click "Open" then click "Apply"
